Birth registration and the six-week period
The company can apply for a Singapore-born baby of an eligible EP or S Pass holder. Obtain a passport and apply for the appropriate pass within six weeks of birth.
Register the birth with ICA within 14 calendar days. The birth certificate and ICA advisory note confirm a Special Pass permitting 42 days’ stay from birth. During that period obtain the baby’s passport from the embassy or high commission and apply for and obtain an appropriate immigration pass. A delay beyond 42 days without lawful immigration status is an offence under the Immigration Act.
Applying while the passport is pending
The employer applies through myMOM Portal; most cases receive an outcome within three weeks. If the passport is not ready, upload evidence of the passport application, such as an embassy letter, and arrange a Special Pass extension where needed.
Even after DP approval, the passport must be ready before issuance. A pending or approved application does not remove the need to maintain valid stay.
Different extension arrangements
If the baby holds ICA’s advisory note and the passport is still pending at the end of six weeks, request extension only when that note expires within seven days.
A baby already holding a MOM-issued newborn Special Pass does not need an extension request while the DP is not ready. It is automatically extended for 28 days, with an SMS to the registered number one day before expiry stating the revised date.
No DP application or an unsuccessful application
If not applying for a DP, apply to ICA for a visit pass or Special Pass extension; contact ICA before attending its Visitor’s Service Centre on level four.
After an unsuccessful DP application, ensure the baby leaves before the Special Pass expires—MOM will not extend it—or request an extension of stay from ICA.
