Who qualifies and who applies
This Work Permit is for workers from approved countries or regions in construction, manufacturing, marine shipyard, process or services. The employer or appointed employment agent applies. At application the worker must be at least 18 and below 62. There is no minimum qualifying salary. The permit can last up to two years, depending on passport, security-bond and employment validity, and can be renewed. Family passes are not available through this permit. The worker may have Singapore income-tax obligations.
Quota, levy, insurance and primary care
The employer is subject to its industry hiring quota and a monthly levy for each worker and must provide medical insurance. After receiving an IPA or renewal letter, buy a Primary Care Plan for workers in construction, marine shipyard or process (CMP), or living in dormitories accommodating seven or more workers. Declare the purchase in WP Online before issuance or renewal.
Prepare before the worker travels
Review general and sector rules, quota and levy; a first-time employer must declare business activity. Apply and obtain an IPA before bringing the worker to Singapore, and check current travel requirements. For non-Malaysian male CMP workers on IPA, book an Onboard slot before securing the flight. Buy a security bond for non-Malaysian workers and medical insurance for every holder, submitting insurance details online. Buy the care plan where required. Once the arrival date is known, register non-Malaysian manufacturing workers and female CMP workers for the Settling-in Programme (SIP).
Follow the correct arrival programme
Non-Malaysian male CMP workers on IPA must go directly to the Onboard centre after arrival. Non-Malaysian manufacturing workers and female CMP workers must attend SIP within their first 14 days in Singapore. Register the worker’s residential and workplace addresses, and arrange a medical examination with a Singapore-registered doctor within two weeks of arrival before issuance.
Issue and maintain the permit
Issue the permit after arrival and check the notification letter for fingerprint/photo registration. Make an appointment where required. The overview states card delivery four working days after registration or document verification; check the detailed application page for the applicable current transaction instructions. Pay levy monthly by GIRO, update changed company or worker information, apply for eligible levy waivers, renew before expiry and replace damaged, lost or stolen cards. When employment ends, cancel the permit and contact the care-plan Anchor Operator separately to cancel the worker’s plan.
