Current employer’s tasks
Arrange any due six-monthly examination. Wait for the emailed transfer request, then approve it in FDW eService. Pay levy until the date the new employer issues the permit; the old permit is then cancelled automatically and billing stops. Cut and discard the old card. MOM discharges the old bond one week after the helper starts with the new employer and notifies the employer by post.
New employer: start at least 30 days before expiry
Check with the current employer that the six-monthly examination is completed and the existing permit has more than 30 days remaining. If necessary, the current employer requests an extension. Request consent in FDW eService and apply after consent, completing these initial steps at least 30 days before expiry. An outcome usually arrives within one week; download the emailed IPA and declaration.
Prepare and issue on the agreed date
Follow IPA instructions, buy the bond and medical/personal-accident insurance, and have both helper and new employer sign the declaration. Agree a transfer date with the current employer, issue the permit and upload the declaration in FDW eService, and give the helper the printed Temporary Work Permit to begin work. The old pass cancels automatically. Complete issuance by the earlier of 21 days after approval and current-permit expiry; otherwise overstaying fines apply.
Changing the date
Both employers must agree to a changed transfer date. The new employer can extend the IPA in FDW eService to delay the transfer and print the revised IPA with its new issuance deadline. The date-change processing is immediate.
