Working as a Dependant’s Pass Holder: EP, S Pass, DP-WP and Business Routes

Three routes for organisational employment

A prospective employer may apply for an EP, S Pass or DP-WP. An existing DP-WP holder changing employer needs the current employer to cancel that permit before the prospective employer can apply.

EP and S Pass applicants must meet prevailing criteria, which SAT can help assess. The resulting work and stay privileges are independent of the main holder; cancel the DP before the EP or S Pass is issued.

DP-WP conditions

A DP-WP accepts any nationality, has no minimum qualifying salary and follows DP validity. Six-monthly medical examinations and security bonds are not required.

An employer need not provide separate medical insurance if the holder already has a plan meeting MOM’s minimum mandatory coverage. Otherwise, DP status alone does not waive insurance requirements. Relevant Work Permit quota and levy rules still apply.

DP-WP sector quotas and monthly levies

The DRC limits the foreign-worker share of the total workforce. DP-WP levies follow the lowest sector rates and the applicable manufacturing or services tier.

The DP page’s wording for services tier 1 overlaps tier 2. The up-to-10% boundary below is verified against MOM’s services-sector requirements page; the DP-WP amounts remain those in the dedicated DP work page rather than ordinary basic-skilled rates.

2028 changes and other work situations

From 2028, MOM says manufacturing and services tiers 1 and 2 will merge, with DP-WP rates of S$300 and S$400 respectively. The detailed implementation timeline is to be released; these future rates are not current billing rates.

Dependants of ONE Pass holders should follow that route’s specific work guidance. DP holders operating their own business may apply for an LOC. Volunteering without a work pass requires both no payment and a charitable purpose.
