Former Singapore Customs Officer Jailed for Fraudulently Obtaining GST Tourist Refunds

IRAS publication date:

Case and status

Former customs officer Pang Yeow Biah pleaded guilty to ten fraudulent-tourist-refund charges involving S$8,302.05 and three laundering counts. She received 15 months for GST offences and four weeks for laundering, totalling 15 months and four weeks, plus S$24,906.15 penalties.

Facts, amounts and outcome

At Changi Airport she retained details of rejected tourist claims and processed them through eTRS terminals or kiosks into controlled credit cards. Two cards were registered in her son’s former girlfriend’s name. Refund proceeds repaid Pang’s credit-card debts; offences occurred during 2012–2014. Built-in checks and data analysis supported detection. The article reports a conviction distinct from the earlier joint charging release.

Criminal proceeds and money laundering

The release separately explains offences involving concealment, transfer, possession or use of criminal benefits. Its cited legislation permits a fine up to S$500,000, imprisonment up to ten years, or both upon conviction. Spending illicit tax refunds on business bills, personal assets or transfers abroad does not change their origin. The particular laundering allegations or convictions and amounts are set out in the case section above.
