Six Insurance Agents Convicted of Falsifying Expense Claims in Income Tax Returns

IRAS publication date:

Case and status

Six insurance agents were convicted over fictitious expenses for YAs 2018 or 2019. Sham general expenses and introducer commissions totalled S$604,318, causing S$92,638 of tax undercharged. People were paid token amounts to sign receipts and supply identity details although no services or introducer fees existed.

Facts, amounts and outcome

The agents were Jackie Tang Hong Kong, Yvonne Quah, Chan Jun Yi, Chanel Quah, Lim Zhan Yi and Sherlin Chia. Prison terms ranged from four days to eight weeks, with separate financial penalties and record-keeping charges for several agents. IRAS also referred them to MAS for regulatory action. The individual outcomes are set out below; an acknowledgment form alone does not prove that an expense was incurred.

Records and supporting evidence

IRAS stresses accurate records of business income, costs and taxable transactions, supported by real invoices, receipts, bank statements and payment evidence. The release specifies five-year retention for the relevant income-tax years or GST accounting periods. Unsupported claims may be challenged, and record-keeping can be an obligation separate from paying tax. Digitised records should remain complete and traceable to the underlying transaction.

Disclosure, reporting and rewards

IRAS encourages taxpayers to correct past errors and report suspected tax malpractices. The release says disclosure may be considered when deciding enforcement action; it is not a blanket promise of immunity. Where the release describes informant rewards, qualifying information leading to otherwise lost tax recovery may attract 15% of recovered tax, capped at S$100,000, at IRAS’ discretion. Informant identities are kept confidential. Use the official release links for its reporting and disclosure channels.
