Retail PWM launch: wages, training and averaging

MOM publication date:

What the release reports

Retail PWM starts in September 2022, covering about 46,000 resident workers. Entry monthly wages rise from S$1,850 to S$2,175 by 2024.

Details and conditions

The first three role levels have wage floors and each worker requires at least one relevant WSQ module. Three-month average wages accommodate seasonal commissions; overtime requirements also apply.

Context and follow-up

The first six months provide an adjustment period, after which non-compliance can affect work-pass privileges. Employers must check actual duties and applicable wage components. This initial schedule differs from the subsequent September 2025 update.
