What the release reports
From April 2023, dormitories with at least seven beds enter one FEDA framework, instead of licensing only those with a thousand beds or more.
Details and conditions
Four licence classes cover 7–99, 100–299, 300–999 and at least 1,000 beds. Basic living, cleanliness and ventilation conditions apply across sizes, with stronger management and welfare requirements for larger dormitories.
Context and follow-up
New operations from April require full three-year licences. Existing smaller dormitories seek provisional licences valid up to two years from January. The source annex outlines reporting, traffic and outbreak plans; expanded licensing is distinct from later infrastructure-transition standards.
