What the release reports
Around one thousand existing purpose-built and converted dormitories will move to interim standards by 2030, then full new standards by 2040. The approach balances infection resilience with bed supply.
Details and conditions
Interim rules include rooms capped at twelve residents, 3.6 square metres per resident and ensuite facilities, subject to approved infrastructure exceptions. Full standards require 4.2 square metres and stronger isolation provisions.
Context and follow-up
Most transitions are planned for 2027–2030. Leases expiring by 2033 are exempt from interim retrofits but need full standards for renewed leases. Operators should notify employers and residents early and minimise disruption; financial support was still under consideration at this announcement.
Existing dormitory transition standards
| Feature | Interim by 2030 | Full by 2040 |

Specified infrastructure exceptions need approval; leases ending by 2033 have interim exemptions.
