2023 heat safeguards: acclimatisation, hydration and rest

MOM publication date:

What the release reports

Immediate measures announced in October 2023 require hourly WBGT monitoring, regular hydration and shaded breaks. New or returning workers should build heat exposure over at least seven days.

Details and conditions

At WBGT 32°C or above, heavy physical work needs at least ten minutes’ rest hourly. Onsite meters become required from January 2024 for construction worth at least S$5 million, shipyards and process industry; others may use myENV.

Context and follow-up

The annex recommends longer rest at greater heat, buddy monitoring, rescheduling and emergency cooling. Its example table distinguishes light and heavy activity. Later revisions should be consulted for subsequent changes, rather than applying this historical announcement as the entire present framework.
