Announcement and status
Leong Kwai Tong was sentenced on 14 October 2025 to 40 months’ imprisonment, a S$3,000 fine and payment of S$105,000 criminal proceeds. Twenty-two of 66 charges proceeded; 44 were considered. The release was published the next day.
Case details and examples
A scheme used 12 shell companies for 60 foreigners in 2019–2020, plus TL Wood for six in 2021. Leong used nominal directors’ Singpass, fabricated records and staged meetings; phantom-worker CPF and levy payments simulated operations. Foreigners paid monthly but did not work for the companies.
Official advisory and follow-up
The annex separates co-accused convictions, pending cases and a warning. Of 66 foreigners, 15 were convicted, one case pending, 16 had left before investigation and 34 received warnings and were repatriated. The two-week default term for non-payment of the fine is separate from the 40-month sentence.
