Announcement and status
Five Singaporeans were charged on 25 July 2024 over alleged paid-for work passes through 13 non-operating shell companies. The named men were Tan Tai Ji, Leong Kwai Tong, Terence Sim, Roy Neo and Cheng Tee Howe; their individual counts are tabulated below.
Case details and examples
Seventeen foreigners were also charged, ten already convicted at publication. The allegation was that the companies did not need or employ the workers after arrival. The separate October 2025 sentencing release supplies later outcomes, not findings available here.
Official advisory and follow-up
The release describes six months to two years plus up to S$6,000 per illegal-importation count, with possible caning on conviction of six or more counts. It separately lists employer illegal-hiring and foreign-worker unauthorised-work penalties. Genuine business operations and employment are central to the pass framework.
Work-pass authorisation and distinct liabilities
The release distinguishes a foreigner’s authorisation to work from an employer’s authority to hire that person. A pass for a different employer or occupation does not automatically cover another job. Where the release cites the general EFMA ranges, illegal hiring by an employer may attract S$5,000–S$30,000 or up to 12 months or both, while unauthorised foreign work may attract up to S$20,000 or two years or both. These are possible consequences upon conviction, not a finding that every investigated person committed an offence.
