What the release reports
The minimum annual leave for resident outsourced PWM workers will rise from seven to ten days, phased in from 2029. Cleaning, security, landscape, lift and escalator, and waste management are covered.
Details and conditions
When a service contract changes hands, workers may continue the same job but lose accumulated leave because their employer changes. The higher baseline addresses this problem. It does not remove statutory annual increases or reduce leave already above the new minimum.
Context and follow-up
Sectoral tripartite clusters will develop implementation schedules. Service providers and purchasers should factor the change into contracts and staffing plans; the release does not announce one common commencement date for every sector.
