Announcement and status
Four foreigners faced four alleged unauthorised-self-employment counts on 26 September 2023. Two Singaporeans and one permanent resident faced three assistance counts for allegedly providing delivery-platform accounts despite knowing the foreigners lacked authorisation.
Case details and examples
The table separates MilkRun/LiveExpress work and FoodPanda or Deliveroo account-lending arrangements involving friends, brothers and former colleagues. These are allegations at this date; a later October release reports five convictions while two proceedings remained open.
Official advisory and follow-up
MOM worked with platforms on account controls and educational messages. The release lists up to S$20,000 or two years or both for unauthorised foreign self-employment, with the same possible penalties for assistance and permanent work debarment for convicted foreigners. An account is not transferable work permission.
