Becoming a Permanent Resident

ICA identifies family, work-pass, student and investor routes.

Open official source ↗

Who may apply

ICA identifies family, work-pass, student and investor routes. Being within a route permits an application; it does not establish entitlement to approval. ICA assesses family ties, contribution, qualifications, age, family profile, time in Singapore and integration.

RouteRequirement / filing arrangement
SpouseSpouse of a citizen or PR; spouse sponsors using Singpass.
ChildUnmarried and under 21; born within a legal marriage or legally adopted by a citizen/PR; parent sponsors.
ParentAged parent of a citizen aged at least 21; that citizen child sponsors.
EmploymentEmployment Pass or S Pass holder applies through the ICA e-Service.
StudentStudying locally and has passed a national examination or is in the Integrated Programme; Singpass from age 15, otherwise the non-Singpass option.
InvestorICA refers investors to EDB’s Global Investor Programme; this guide does not reproduce another agency’s rules.

Preparation and declarations

Every included applicant must review the application and make the required declarations. Eligible persons should arrange Singpass before starting; ICA supplies separate credentials where Singpass is unavailable. Prepare original records, certified copies and official translations of non-English documents. Embassy translations, notarial translations, or private translations properly attested or notarised are the accepted routes described by ICA.

Document checklist by role

The checklist distinguishes applicants, non-applying spouses and sponsors. Use the applicable role, rather than submitting an identical bundle for everyone. Employment letters must be dated within three months of online filing and state occupation, start date and basic/gross monthly salary. Payslips cover the latest six months. ICA may seek additional evidence.

CategoryMain examples / applicability
IdentityRecent 400×514 white-background colour photo for applicants; passport/travel document and foreign birth/household records where applicable.
FamilyMarriage, divorce, separation, death, name-change, adoption or custody documents as applicable; joint-custody minors may need the former spouse’s consent.
EducationQualifications, transcripts, professional/skills and membership records; consult the role columns in the official checklist.
EmploymentCurrent employment letter, six months’ payslips and overseas tax records for the latest three years where applicable.
Self-employedLatest ACRA business registration, three years’ balance sheets and profit-and-loss statements.
Aged-parent routeAdditional non-applying children’s foreign birth records, overseas tax assessment and latest one-month payslip where applicable.

Fees, timing and approval formalities

The application fee is S$100 per application. Approval formalities list S$20 for the Entry Permit, S$50 for a five-year REP and S$50 for the identity card. Fees are non-refundable. ICA’s published processing indication is within six months for a complete application; some cases take longer. In-principle approval is followed by completion of its conditions before PR status is granted.

National Service and travel

Male applicants must review the NS section before applying. Males granted PR as foreign students or through parental sponsorship are liable for NS; registration begins at 16½ and enlistment is generally from 18, subject to permitted pre-tertiary education arrangements. University study does not create an automatic deferment. PRs aged 15 or above receive a blue IC and need the applicable REP arrangements when travelling.
