House and Unit Numbering: Address Allocation and Display Rules

The numbering handbook explains address approval, visible display, road-side sequences, storey numbering, subdivisions and temporary units.

Apply for an authorised address

An address consists of house number, unit number where applicable, street and six-digit postal code. Unique approved addresses help emergency response, deliveries and public wayfinding. Developers, owners or representatives must obtain URA Written Permission or the relevant government-development Planning Clearance before submitting a new-number request through Property Name and Address. Successful approval produces a Certificate of Numbering. Proposed numbers should conform to the handbook before submission.

Display rules

Use contrasting colours and durable non-absorbent materials, with numbers readable from ten metres. House numbers go on the exterior front door or wall, or enclosure entrance visible from the road. On a front wall the height is 1.5–6 metres; otherwise 1–2.5 metres. Arabic numerals and Roman alphabet letters are permitted. Unit numbers go outside or beside the front door, or another position visible from the same-floor lobby/corridor, at 1.5–6 metres. Owners have display duties under the Property Tax (Property Numbers) Regulations.

Horizontal house numbering

From the road direction determined by IRAS, the left side uses ascending odd numbers and the right ascending even numbers. Numbers follow a logical sequence and may not be omitted for any reason. The street leading to the development is the normal reference; where vehicle access is on a minor road, IRAS may use a main road if the building also has its main entrance there. Numbers may be reserved for potential subdivision sites.

Suffixes and mixed developments

Where numerical spaces are insufficient, append A, B, C and so on: rebuilding one detached property into three terrace houses may give 12, 12A and 12B. I and O are excluded to avoid confusion. Mixed commercial/residential developments can receive separate house numbers for their components; the handbook illustrates 70–76 Compassvale Bow. Separate numbers depend on the development design rather than a blanket entitlement.

Vertical storeys and special floors

A unit such as #01-01 identifies storey first, then unit. Floors use #01, #02 and so on; basements use #B1, #B2. URA-approved plans determine storeys and no level may be omitted. An internally accessed mezzanine forms part of the same storey; external access may support a separate approved floor. A roof normally is not a storey unless planning approval says otherwise: the example assigns a rooftop unit #04-03 with fourth-floor units #04-01/02.

Unit order and subdivisions

Units usually run clockwise from #XX-01. A subdivided unit keeps the original number and adds a single suffix to the additional unit, such as #05-01 and #05-01A, excluding I/O. Existing shophouse letter-suffix addresses may be replaced by house-plus-unit format: 88, 88A, 88B, 88C Amoy Street become 88 Amoy Street #01-01 through #04-01. New units align with those directly above: #01-103 may match #02-103.

Multiple blocks, temporary spaces and discretion

Unit sequences run across blocks without repetition; the three-block example uses 01–20, 21–40 and 41–60. Temporary spaces such as pushcarts, ATMs, vending machines, kiosks and billboards use K, for example #B1-K1/K2. IRAS may reserve numbers for subdivisible commercial units.
