Document period and use
This article explains the 2023–2024 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Business circumstances and lower-wage increases
For 1 December 2023–30 November 2024 NWC recommends fair, sustainable increases and the Flexible Wage System. Firms with positive prospects should give built-in rises and variable payments reflecting performance; firms facing uncertainty can moderate built-in rises but reward contributions through variable pay. For lower-wage employees earning up to S$2,500 gross monthly, the recommendation is 5.5%–7.5% or at least S$85–S$105, whichever is higher, calibrated to business performance.
Occupational wage changes and workforce transformation
The infographic also illustrates OPW wage increases for administrators and drivers in July 2024 and July 2025, advocates flexible structures and productivity/skills improvements, and recognises different employer circumstances. These are guidelines for that period, distinct from later mandatory OPW schedules.
