Document period and use
This article explains the 2015 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Industry challenges and four-level ladder
The original review covers an ageing workforce, recruitment difficulties, low entry wages and variable skills. It proposes four maintenance levels: worker, technician, assistant supervisor and supervisor. The initial basic wage starts at S$1,300 for workers, S$1,500 for technicians, S$1,700 for assistant supervisors and S$2,100 for supervisors, linked to increasing skills and responsibility.
Training, LCR and buyer responsibilities
The report connects recognised landscape WSQ training and practical competencies with the Landscape Company Register, recommending PWM as an LCR condition from mid-2016. Its annexes cover job responsibilities, training, salary ranges and then-available productivity support. Design/architecture, maintenance, construction and nursery are different subsectors; the proposed ladder focuses on maintenance. Historical grant and tax-incentive figures should not be read as current offers.
