Coverage and responsibilities
The landscape PWM is a condition of NParks Landscape Company Register membership. It covers citizen and PR outsourced maintenance staff at registered companies and in-house maintenance staff at firms hiring foreign workers. Supervisors deploy and oversee teams, inspect sites, monitor schedules and safety; assistants help with these duties and maintenance reporting. Workers water, weed, prune, aerate soil and clear horticultural waste; technicians also apply fertiliser and pesticides and operate powered machinery. All must follow safety requirements. Use the official classification tool when needed.
Monthly minimum wages and bonus
These monthly basic minimums are for full-time work of 35–44 hours weekly. Each year-pair below runs from 1 July to 30 June. Eligible outsourced and in-house staff also receive at least 2 weeks of basic monthly wages as an annual PWM bonus.

Training requirements
For outsourced staff, workers need 3 approved modules; technicians add 3 modules to the worker requirement; assistant supervisors add 3 to technician requirements; supervisors add 3 to assistant-supervisor requirements. In-house staff need one WSQ course or a documented in-house programme specifying objectives, delivery, tasks and duration; retain attendance evidence. On-the-job training qualifies when these standards are met. Annex A of the TCL addendum supplies the detailed module list, with training assistance and previous reports retained below. PW Portal enables wage checks. Foreign-worker skills-based progression is also encouraged.
Future annual-leave enhancement
From 2029 onward, outsourced PWM workers in cleaning, security, landscape, lift and escalator, and waste management will receive a phased increase in minimum annual leave from 7 to 10 days. Sector tripartite clusters will discuss implementation timelines; the announcement is not a single immediate effective date for all workers.
