Mental health and well-being at work: 2023 tripartite advisory

Scope and causes of stress

The second edition, 20 November 2023, provides organisation, team and individual measures and support for people with mental health conditions. Work content includes scope, control, workload, pace and schedules; work context includes culture, relationships and the home–work interface. The 2022 survey figure of 17.0% poor mental health among residents aged 18–74 is a dated population finding, not an assessment of a particular workplace.

Organisation-level systems

Assess stressors with confidential surveys, focus groups or iWorkHealth and evaluate improvements over time. Appoint well-being champions with management support and professional-referral pathways. Review HR policies for fair merit-based decisions, confidential grievances, flexible-work requests, benefits covering mental health and access to counselling/EAP. The advisory’s references to upcoming legislation/FWA rules are as at 2023, not a statement of their current commencement status.

After-hours and return-to-work policies

Set reasonable expectations for after-hours and leave communications, identifying urgent exceptions and international-role needs. A non-urgent message can state that no immediate reply is expected; consider rest/time off and comply with applicable hours/pay rules. Support recovery through flexible hours, place or workload and an adjustment period with guidance before considering adverse performance action.

Teams and individual employees

Train managers, HR, WSH and union leaders to recognise distress and respond supportively; conduct regular check-ins and workload reviews. Build psychologically safe conversations and peer support with clear escalation boundaries. Employees can use available resources, stay connected and seek professional help; peers should listen and link support rather than diagnose.

Inclusive employment and resources

Evaluate applicants on job-related requirements rather than assumptions about mental health. Discuss reasonable support and help employees sustain work or return after treatment. The resource sections distinguish employer programmes, community/professional support, self-employed resources and employment-support organisations. Use current official service directories for access details rather than the PDF’s historical hotline numbers.

Annex A: 22 EAP providers and dated price examples

The annex’s list was updated on 1 May 2023. The following reproduces its factual service categories, modes, languages and indicative prices as an archived comparison, not a current quotation or recommendation. Care Corner, Counselling and Care Centre, EMCC, Singapore Anglican Community Services and WINGS are marked as social service agencies that may offer case-by-case subsidised individual counselling. The list is non-exhaustive and inclusion does not imply MOM endorsement. Confirm current availability, fees and confidentiality arrangements directly before choosing a provider.

Training, community support and online resources

The advisory lists HPB supportive-leader/peer workshops and WOW, SACS mental-health training, SAMH outreach, Silver Ribbon workshops, Clarity resilience/self-care programmes and Viriya forums, counselling and multidisciplinary support. It also points to mindline.sg, Temasek Foundation’s My Mental Health, IMH CHAT for young people, NCSS’s Beyond the Label helpbot and WorkWellLeaders. Community categories cover family/caregiver support, migrant-worker and domestic-worker support, and crisis services. The PDF includes older telephone numbers and hours; use the organisations’ current official directories for contact rather than rely on those entries.

Inclusive hiring and language access

The document encourages employers to partner IMH, Singapore Anglican Community Services or SAMH for employment and post-placement support for people with mental health conditions. For migrant workers, choose services able to communicate in the worker’s language. Assure employees that EAP conversations are confidential and are not disclosed to the employer without consent, subject to the provider’s applicable safety and legal duties.
