Tripartite advisory on mental health and well-being at workplaces

Purpose and workplace stress

The 20 November 2023 advisory responds to the 2022 survey finding of 17% poor mental health among residents aged 18–74. Work stress relates to duties, control, workload, pace and schedule, and to culture, relationships and work/home interaction. Use organisation, team and individual measures suited to resources, supported by the workplace well-being playbook.

Organisation-level recommendations

Assess regularly through confidential surveys/focus groups such as iWorkHealth, act on stressors and track results including absenteeism. Appoint champions to secure leadership support, organise programmes and referrals, join the WSH network, and use HPB WOW or Total WSH support. Review merit-based HR and confidential grievances; do not demand mental-health declarations unless job-related. Flexible work policies must explain requests, now read with TG-FWAR effective in December 2024.

After-hours examples and return to work

Set reasonable communication expectations, including leave, with union consultation where relevant. Non-urgent messages can state no response until the next workday; urgent exceptions must be clear. Offer rest/time off for after-hours work, respecting Part 4 pay rules and global-role schedules. Return-to-work policies may adjust load/location/time for treatment and gradual reintegration; provide a supported performance-adjustment period before considering termination. IMH, SACS and SAMH employment partners can help hire and support workers with mental-health conditions.

Teams and individual support

Train supervisors, HR, WSH and union leaders to spot distress and refer appropriately. Regular sensitive check-ins can reprioritise workload; keep shared information confidential. Peer networks need training, referral protocols and bonding time. Confidential EAP counselling, native-language services for migrant staff and extended benefits/insurance for mental health improve access. Employees should also seek help when overwhelmed.

Complete historical EAP provider table

MOM’s non-exhaustive 2023 list required at least 80% registered counsellors/psychologists and at least one year’s EAP experience; inclusion was not endorsement. The full 22-provider table below retains contact, language, specialisation and indicative price facts. Prices and provider details are historical and must be confirmed directly; starred social-service agencies may subsidise individual sessions case by case.
