Who Should Use This Refund Appeal Form?
This MOM form lets business employers or employment agents appeal for a refund of overstaying fines for MOM-issued pass holders. It concerns a fine refund, rather than a rejected pass, revoked pass or extension of stay. Identify the fine and the individual concerned before choosing the official channel.
One Form per Pass Holder
The official instructions require one form per pass holder. For multiple employees, prepare separate records and submissions rather than combining individuals in one form. An internal tracking list can record each submission date, confirmation and follow-up status to prevent mismatches.
Employment Agents Need Written Employer Authorisation
Employment agents must obtain the employer’s written authorisation before submitting. The authorisation comes from the employer; do not substitute another form’s applicant-authorisation requirement. As preparation, identify the pass holder and purpose and retain the record. Follow the logged-in form for any upload and format requirements.
Foreign Domestic Worker Employers Use a Separate Form
Employers of foreign domestic workers (FDWs) are directed to https://go.gov.sg/refund-os-fdw for their worker’s overstaying fine appeal. Keep the business-employer and FDW-employer channels separate even though both concern fine refunds.
Corporate Login Is Required
The form requires corporate entity login through Singpass (Corporate). It states that Singpass and Corppass login IDs are included with the submission. An authorised person should complete the live official fields after login. Do not enter credentials into a general enquiry form or article comments.
Organise Explanations and Records Before Appealing
As preparation, organise identity and pass records, relevant stay dates, fine notices or payment records, and the refund reasons with supporting evidence. Use a clear chronology linking dates and records. These are preparation suggestions: the public instructions do not list a complete mandatory document set, refund criteria or upload limit.
When Is the Outcome Sent?
The form states that the outcome will be emailed within four weeks. Its five-minute estimate excludes collecting records or obtaining authorisation. Retain confirmation and assign someone to monitor email. Submitting an appeal does not mean the refund has been approved.
