What the release reports
Labourtel and director Parvis faced ten and six charges respectively in July 2019, described as the first FEDA prosecutions of a company and individual.
Details and conditions
Four dormitories allegedly had broken lights and taps, corroded structures and filthy conditions, including pests.
Context and follow-up
The announcement reports charges, not convictions. At that time FEDA covered dormitories of at least a thousand beds; the later seven-bed expansion is a separate policy. Licence conditions require continuing maintenance, not merely obtaining initial approval.
