Agencies must reasonably attract Singaporeans, assess merit and refuse discriminatory instructions. Withholding applications on age, nationality or other irrelevant traits can breach the conditions.
Context and follow-up
Demerits, licence suspension or revocation and prosecution are possible. A new HCP mark and selected placement partnerships recognise progressive agencies, but do not replace basic fair-recruitment duties.
