What the release reports
From January 2024, construction and process dependency ratios move from one local to seven foreign workers to one to five, with MYE phased out and levies revised.
Details and conditions
Above-quota firms may keep existing workers until pass expiry but cannot renew or recruit until compliant. Certain earlier-awarded projects retain MYE use until December 2024 or completion, whichever comes first.
Context and follow-up
Revised levies favour skills and offsite construction; comparison tables below show announced rates. Grants, career conversion and training support assist transformation. The pass-expiry transition does not permanently preserve the old quota.
