What the release reports
Enhanced mandatory insurance applies to Work Permit holders, including domestic workers, and S Pass holders. Policies starting, renewing or extending from July 2023 need S$60,000 annual coverage.
Details and conditions
Employer co-payment applies above the first S$15,000. Further changes from July 2025 standardise permitted exclusions, differentiate premiums by age and require direct insurer reimbursement.
Context and follow-up
The release’s annex gives co-payment illustrations and allowed exclusions. Employers should compare policy start dates and terms rather than assume one implementation date governs every enhancement. The higher coverage seeks to reduce large uninsured employer bills.
Permitted exclusion groups
The annex groups exclusions into elective or non-essential care, specified conduct-related treatment, and other exclusions such as early pre-existing conditions, overseas treatment and certain alternative care. It separately lists qualifying conditions and exceptions, including accident-related dental care and prescribed inpatient-linked rehabilitation. Employers should check the complete standard list rather than accept unlimited insurer exclusions.
