Who can apply?
A Certificate of Identity is a travel document for a stateless Singapore permanent resident. It is not a Singapore citizen passport. Prepare Forms 6 and 6E, two compliant recent colour photographs, the blue IC and the most recent COI if available. Supporting non-English records need acceptable translations.
Submission and costs
Apply in person at ICA Services Centre, 2 Crawford Street. A five-year COI costs S$125. Loss/damage replacement adds S$50 for the first replacement or S$100 for later replacements. General processing is three working days excluding submission day; some cases take longer.
