Institute for Human Resource Professionals (IHRP) certification

Requirement and effective date

The national IHRP framework is supported by MOM, NTUC and SNEF, with Associate, Certified Professional and Senior Professional tiers. From 1 July 2028, Singapore organisations with more than 200 employees must have at least one suitable IHRP-CP or higher professional, or cross-recognised equivalent accreditation with required bridging. The organisation chooses the person; MOM does not prescribe seniority, title or duties. The requirement accompanies Workplace Fairness and Employment Act changes.

Eligibility and recognition

IHRP-CP requires at least 3 years of relevant HR work and at least 150 HR training hours or an HR education qualification. Alternative qualifying pathways may be explored where firms cannot meet requirements. AHRI, CIPD and SHRM recognition can waive the HR Assessment paper, but the Labour Legislation paper remains necessary. Consult IHRP’s criteria before applying.

Fees and subsidy period

An additional S$100 subsidy runs from 1 October 2026 to 30 June 2028 for citizens/PRs. Certifications last 3 years. The figures below include GST. Redesigned EWTP SkillsFuture Enterprise Credit may offset remaining fees, with further implementation details to be announced.
