What the release reports
The August 2019 first reading proposes broader protection, improved insurance assurance and simpler claims after public and tripartite consultation.
Details and conditions
Changes aim to expand coverage and compensation while giving employers recourse against fraud and inadequate policies. Prevention remains important alongside compensation.
Context and follow-up
The annex lists proposed amendments, with second reading planned for September. This is a legislative proposal stage, distinct from passage and later commencement; no single filing substitutes for an employer’s safety duties.
Additional annex protections and processing
The annex proposes non-manual-worker mandatory insurance up to S$2,600 monthly pay, phased in, and income-loss cover for light duties up to average earnings. It also provides for alternative medical assessment in specified cases, fraud restitution, insurer designation and standard policy terms, automatic processing for fatal or serious injuries, and stronger penalties for withholding claim documents or failing to pay ordered compensation.
2019 proposed compensation limits (S$)
| Type | Earlier maximum | Proposed maximum |
|---|---|---|
| Death | 204,000 | 225,000 |
| Total incapacity | 262,000 | 289,000 |
| Medical | 36,000 | 45,000 |
Medical amounts also have a one-year limit; later legislation and reviews follow.
