Xuri agency penalties: missing IPA and excessive fees

MOM publication date:

What the release reports

Xuri was fined S$6,000 for failing to ensure five workers received full IPAs before travel. Employee Lim Hann Yeong had separately been fined S$29,000 over six workers’ fees and declarations.

Details and conditions

Agency conditions require the complete IPA at least three days before departure. Sending it to an overseas agent did not ensure delivery, leaving workers with different pay expectations.

Context and follow-up

Fees are capped at one month’s fixed salary per service year, up to two months. Lim refunded the fees and was barred from agency work; Xuri’s licence would be revoked. The two convictions occurred on different dates.
