What the release reports
Timber scaffolds will have a three-month permitted lifespan from 1 January 2027, replacing nine months. Exceptional technical circumstances may justify individual exemptions.
Details and conditions
For contracts awarded from 1 March 2027, netting around external scaffolds must satisfy recognised flame-retardant tests, whatever the scaffold material. Manufacturers, suppliers, contractors and occupiers share compliance responsibilities. Accepted tests include BS 5867-2 Type B, specified JIS L 1091 methods, or NFPA 701 Test Method 2.
Context and follow-up
From 1 March 2028, netting also needs certification by Singapore Accreditation Council-accredited bodies. Businesses should revise procurement and project schedules, preserve firefighting access and separate ignition sources and combustible storage from scaffolds.
