What the release reports
The 2021 package extends construction retention arrangements to marine shipyard and process sectors to retain experienced workers during restricted inflows.
Details and conditions
Construction’s new timing starts in November: after permit expiry, mutual agreement may extend employment for thirty days while the worker seeks another employer without original-employer consent. Otherwise an industry retention scheme facilitates matching.
Context and follow-up
The original construction scheme ran to February 2022 subject to review, with other sectors following later. This was time-limited pandemic manpower support; employers should not assume the announcement creates a permanent unrestricted transfer right.
