What the release reports
The Government accepted twelve recommendations in November 2022, seeking protection without classifying platform workers as employees. Implementation initially envisaged late 2024 or later, subject to legislation.
Details and conditions
Controlled platforms would provide employee-equivalent injury cover and collect CPF. Contributions would align gradually over five years, mandatory for younger cohorts and optional for older workers.
Context and follow-up
A new representation framework and tripartite workgroup would enable collective negotiation. The original report addresses sector-specific working status and injury responsibility. Later legislation set the actual January 2025 commencement; this article retains the earlier recommendation stage.
