Operator definition
An operator supplies ride-hail or delivery services and exercises management control over at least one platform worker. It may be an individual, sole proprietor, company, partnership or unincorporated association. The entity must assess its own status.
Two management-control tests
Both tests must be met. First, automated use of worker/user data decides at least one of service access, task allocation or task payment. Second, at least one non-statutory rule restricts how/when/at what quality tasks are performed, fee negotiation, independent clientele, working hours/task volume, or applies task-performance incentives or penalties. A legal requirement alone is not the second test.
Obligations
From 1 January 2025 an operator must notify MOM, provide work-injury protection and make CPF contributions. The notified-operator list and the individual obligation guides remain linked for follow-up.
