Check the nationality and actual document
ICA’s visa list applies to the travel document used, not simply residence or ethnicity. A visa is pre-entry permission and does not guarantee admission or determine the visit duration. SGAC is a separate declaration. Diplomatic/official passport exemptions vary by country; use the country-specific original linked below.
Document examples
India’s country page exempts diplomatic, official and service passports and lists an LOI as a possible case-specific additional document. Afghanistan’s page lists the LOI among required documents. Hong Kong DOI, Macau Travel Permit, PRC Travel Document, Palestinian Authority passport and UAE temporary passport have separate requirements; do not apply an ordinary-passport rule to them. Refugee travel documents and alien passports also require recognition assessment.
