Expansion timeline
The Government accepted all 18 recommendations of the 2021 Tripartite Workgroup on Lower-Wage Workers on 30 August 2021; they were implemented by July 2023. Retail PWM and in-house cleaning, security and landscape coverage began on 1 September 2022. Food services and occupational wages for administrators and drivers followed on 1 March 2023, and waste management on 1 July 2023. The full workgroup report is retained below.
Work-pass conditions and pest management
Since 1 September 2022 firms employing foreign workers must pay covered local workers at least the appropriate PWM or OPW and all other local workers at least LQS. Part-time requirements may be pro-rated and overtime may increase the wage needed. Non-compliance prevents new work-pass applications and renewals. On 15 July 2026 tripartite partners announced expansion to pest management, with a new cluster to develop and oversee the model; that announcement does not itself provide a completed wage schedule.
