Eligibility
For full-time studies at Approved Private Education Institutions, A Student’s Pass requires an eligible EduTrust-certified PEI. A non-EduTrust PEI cannot obtain a Student’s Pass for a foreign student. Valid DP/LTVP/Immigration Exemption Order holders have the applicable non-religious-study exemption while their existing pass remains valid; religious study has separate rules.
Documents and timeline
Prepare the school registration acknowledgement, passport biodata, relevant birth certificate, personal/family information, educational/work history, financial support, Singapore contacts/address, email and a compliant photo. Apply online two to three months before course commencement. A pending application does not extend a visit pass. For a PEI transfer, submit at least four weeks before the new course; for the same PEI course/school use renewal.
Fee, processing and issuance
The non-refundable processing fee is S$45. Usual processing excluding submission day: New: within one month, or two weeks for an EduTrust-accredited PEI; renewal/transfer: one week. Some cases take longer. After approval, complete the IPA conditions and formalities before the pass is issued.
Translations and payment
Supply originals, copies for ICA and accepted English translations. ICA accepts issuing-country embassy translations, notarial translations, or private translations attested by the relevant embassy or notarised in Singapore/the issuing country. ICA does not endorse private translation companies and may request additional records. The source lists Visa/MasterCard, AMEX, the stated Singapore internet-banking accounts and PayNow for payment.
Young foreign-born applicants
For a foreign-born applicant aged 12 years and 0 days or below, the source requires vaccination information to the Communicable Diseases Agency. This is a separate supporting requirement, not a reason to skip the Student’s Pass application.
