Uplifting our lower-wage workers

Progressive Wages and employer support

MOM reports coverage reaching up to nine in ten lower-wage workers, through LQS, PWM and PW Mark. Employers hiring foreign workers must meet LQS or applicable PWM wages for local staff. PWM covers over 150,000 workers across the listed sectors and administrator/driver occupations. Employees can check pay and Workfare eligibility in the PW Portal and relevant approved WSQ modules; employers must meet PWM requirements and update the Occupational Employment Dataset.

PW Mark and PWCS

PW Mark lets consumers and buyers identify employers paying progressive wages. PWCS co-funds wage increases from 2022–2028; for 2026–2028 MOM states support up to 30%. The individual scheme determines eligibility and qualifying increases.

Workfare income and training support

WIS supplements cash income and CPF savings. Workers aged 60 or above and persons with disabilities may receive the highest annual payout, up to S$4,900. WSS Basic supports eligible short-course trainees through training allowances and cash awards; self-employed persons may apply and sponsoring employers may seek absentee payroll. WSS Level-Up supports eligible long-form training such as IHL qualifications and SCTP with an application for training allowance.

Employment rights and wellbeing

Workright, launched in 2012, combines public education and enforcement of the Employment Act and CPF Act; its employee guide and employer toolkit are linked. Workcare, introduced in 2019, improves working environments and appreciation of lower-wage work. The 2022 Tripartite Standard on Advancing Well-Being of Lower-Wage Workers identifies workplace practices for employers.
